This sounds like a April 1 joke, not a news article.

Still,if it was, I'd have expected a better punch line:

"Our advertising clearly states that Windows 95 will deliver the
user experience Microsoft is famous for. Having to upgrade
your computer and not being able to get work done is entirely
in line with that."
