1) You don't need the latest generation of gadgets if you have first
class physicists. Some brains is a great MIPS saver. Of course
most first class physicists have left Russia today.
You only need computers to design NEMP and micro-nukes today. The
technology is quite mature as such.
2) Russia had always their native line of supercomputers (Elbrus, and
successors), albeit lagging behind the U.S. in 1-2 generations. I
also knew personally of one case (~1970s) where regulated hardware was
illegally imported. Big surprise, huh?
