I think the owner should be the application, that uses the default.
This way it enables the user to use different defaults for
different WWW Browsers e.g. NewsGrazer with Omniweb and Alexandria
with SpiderWomen. If there is no default for a specific application,
the GLOBAL default is used.

GLOBAL defaults should be set from a Preference.app module, app
specific defaults from the Preferences menu in the application.

Of course, it would be nice, if we would provide an object
(misckit?) that does all this. Well, anybody ? :-)
