RFC#0: Standards Process [not!]

I haven't heard from *anyone* regarding the WebStep standards process. What
should we be doing to act on RFCs? Who is eligible to vote? What constitutes
passage?

I'd like to see some action on RFC#1 by next week, just to prove we can do it.
It's been edited down to a reasonable compromise, I think.
