What I meant was what Scott said:
WebStep-compliance implies complete Level2 and optionally
level 3 HTML support, no less.
i.e. developers can implement ANYTHING they want, but WebStep only
calls for "official HTML" -- i.e. again, no WebStep bonus points
for Netscape tags. And that seems pretty close to the consenus, but
I'd appreciate suggestions for a less torturous statement.
