President Clinton has issued new guidelines for nuclear arms,
dropping the dictum the military must be prepared to win a nuclear
war, the Washington Post said Sunday. Clinton's new orders require
the military to aim its nuclear forces to deter use of nuclear
weapons against U.S. forces or allies simply by threatening a
devastating response, while dropping Cold War-era planning for a
nuclear war. Clinton's classified directive replaces that of
President Ronald Reagan in 1981 and marks the first time since the
end of the Cold War nuclear targeting has recognized no nation would
