*** U.S. panel files charges against Carey
A government-appointed panel recommended Tuesday that Teamsters
president Ron Carey be charged with participating in an illegal
scheme that used union funds to finance his re-election effort. The
action followed an announcement by Carey that he was taking an unpaid
leave of absence to work on defending himself against charges that he
countenanced illegal fund-raising on his behalf. Hours after Carey's
announcement, the Independent Review Board accused him of
participating in the scheme and said it did not believe his
statements that he had no memory of approving money used in the
alleged scheme. See
