That's never stopped the US before, and in some cases the US has taken
military action even when opposed by all member nations of the UN
security council. 'Not willing to condone' in diplomaticspeak
doesn't mean that they oppose it nor even that if a military
strike is effected that there will be any consequences by any
of the countries. I just says that "We're not going on record
as telling the US to pull the trigger".
