not do too bad a job. Given that people are complaining about both their
aggressiveness and their leniency, there's a decent argument that they did
not under- or over-react. >>
The problem is that they re-acted instead of (cringing before I use the word)
pro-acted. There was ample evidence that serious disturbances were planned
and possible, and a well trained and well prepared force, with good plans,
should have been able to allow plenty of dissent, some disobedience, and very
little dishevelment
