New Washington law makes Spammers liable
for $1000 per ISP and $500 per individual
for each proved violation. Violations include
forging headers, misrepresentation, or deceptive
information.

There's a registration form. You have to have
a Washington address, but I don't see any problem
registering FoRK as residing at '1 Campus Drive, Seattle, WA'.
