You're right-- what I ought to have said, to be clearer, is $1M will not
purchase a usable island these days, for what they want. I'd interpreted
that as "category 3 or higher island (year-round sheltered approach) in
a region where anyone would entertain the idea of letting these folks
have anything like the level of autonomy they want, in a climate they'd
be able to work with for their ideas."

I'd also had some kind of idea that their budget topped out at $1M, so
that a place with zero infrastructure wouldn't work for them. Mea culpa.
