Stupid Ideas

Okay, here's my stupid idea for the day. I recently received
an email that required a blind carbon copy to several other
people. In the BCC, I wanted to add in additional comments
that others wouldn't see but using the same email, or even specify
in a block-by-block basis who gets to see whwat. It'd be
nice if I could use XML tags with the names of the recipients to
easily mark some portions of the email for different levels of
distribution.
I seem to recall some group working in HTML definitions
whose goal was to eliminate '>' reply tags from email.
Any information on this group? Is it time to rethink email content?
Just for the record, I don't use a graphical email tool, but
then I understand, xterms will soon support HTML anyways.
