Does Nunavut get its own area code?  Area code boundaries are a pretty good 
proxy for economic activity, but quantization error creeps in (at least in the 
US and Canada) because they're limited to legacy sub-national political 
boundaries.  As far as cultural boundaries go, 503/541 and 703/540 spring to 
mind...  (Are 514 and 819 francophone?  or just 418?)
