Email/Domain Legal Characters

Because I work at the phone company, nobody wants to take anyone's word for
it what the legal characters in a domain name and an email address would be.

I need an "official" document which details this -- anyone ever seen one?
A quick peruse of the IETF RFCs has yielded nada.
