Checked out some spam, netsetter.com. At a glance I'd say they are
getting users to access the net through their web proxy and selling the
results of their web logging of those users. Maybe their download is a
TCP stack wedge that enforces this without setting up messy
configuration.
The part I choked on, besides the privacy issues, was:

What exactly does a 110% improvement in speed mean? Going to
