Well, there's MIME-HTML, which is pretty kludgy. A more elegant
solution that I helped form, and wrote a prototype for was
MIME-SGML using catalogs. It allows packaging via multipart,
and uses SOI aliasing to handle reference differences (doesn't
require rewriting things).
