[FoRK] Baseline for calling out the issue

I want to reseed ths out of the context of its thread so that others
can get to it withough huffing thru the 2guys1thread mishimash that is
the last day or so of posts.

These points as set out by Dr E make, I think, a great set of
rulesofthumb to hold any organization, institution,  group or such as
to see if it is part of the problem.

For each of those in doubt ask these questions..... Are they or do they......
