Actually, some organizations do exactly that -- look at law firms and
consulting companies that have an "up or out" policy: associates that
don't get promoted are let go, regardless of actual performance.  Heck,
even the military uses "up or out" -- get passed over for promotion
several times and you're asked to resign.
