The exact procedures which the House Judiciary Committee followed are
something we can only speculate on, as the whole thing was done in
executive --- i.e., closed --- session.
However, IIRC, NPR has reported the following: both sides had the
opportunity to suggest redactions. All suggestions from the Democrats
(other than those where they were in agreement with the Republicans)
were rejected en bloc in a single, party-line vote.
