Sakamoto-san --

You have permission from ourselves -- Mr. Adam Rifkin and Mr. Rohit Khare
(we are both PhD students). However, the copyright is owned by the IEEE.
You will need their permission as well. I have carbon copied the publisher,
Meredith Wiggins, mwiggins@computer.org and she may be able to help you
further.

We are both honored that Nikkei Electronics wishes to republish our article.
Good luck with the clearances!

Thanks,
Rohit Khare
Adam Rifkin

PS. If this article is indeed translated, we would appreciate a copy of the
Japanese text mailed to Mr. Adam Rifkin, Caltech 256/80, Pasadena, CA
