Stumbled across some research.

http://www.telegraph.co.uk/et?ac=000111464113065&pg=/et/98/5/11/who11.html

Worldwide life expectancy, currently 66 years, should reach 73 by
2025, a 50 per cent improvement on the average of
48 in 1955.

So, the quoted claim is conclusively cobraboy wrong, and has been
since before WWII.
