   This is a wild guess, but you probably want to because OS X Beta
doesn't run 9.1 in Classic. The XML you sent is a property list which,
installed in the right place, configures the AirPort driver in OS X Beta
which is not configured (and therefore completely disabled) by default.

   Before you downgrade to 9.04, note that the 3/24 OS X release will
require 9.1.
