If all you want to do is make PDF from Postscript files, Ghostscript works
great. It runs on pretty much anything (although I'm not sure about S/390 :),
and it's free.
http://www.cs.wisc.edu/~ghost/ is the place to start. If you want to cut
directly to the precompiled version for windows, you want the GSView package;
its most recent version (2.9, as of now) is at
http://www.cs.wisc.edu/~ghost/gsview/get29.html
