A functional definition is in order. If has to have a CNS, and electrical
activity in the CNS which reflects the thing is aware of stuff external to
it. I don't have a hard number for when this is present, but it happens at
a rather large stage in pregnancy.

I'm not yet sure whether a _future potential_ for a human being needs to
be considered in the evaluation anywhere. It ain't nobody's business but
the gravid female's, anyway. Sperm is cheap, pregnancy is not.
