So, my understanding is that a Hubble-class space telescope costs O(low
$billions). As such, it is well within the reach of most state government
spending capabilities, and even some private university capabilities. A
Hubble-class telescope, as shown by NASA, has enormous PR value, and would
presumably bring substantial prestige to the first university to field one.
