My early-thread ranting and tax-induced emotional distress aside, I'm not
actually proposing anything, nor do I think I have a handle on how to make it
"better." I'm just trying to understand and quantify the strengths and
weaknesses of various proposals, and get a grip on the various pro and con
arguments that get people heated up.
